CLEVELAND, Ohio - A new retail snapshot from Consumer Reports says that without thought gloomy economic news and persistent unemployment, people were out shopping in November and are planning to splash out more this month.

"In the past three to four years, people have been reining in their spending, but they're positively in the mood to splurge this year," said Ed Farrell, supervisor of research at Consumer Reports, which is published by the nonprofit Consumers Society Headquarters in Yonkers, N.Y. "Retailers should be optimistic.

"It was a very strong November in terms of retail pursuit , and planned spending going into December is very high," he said of the consider he helped develop. The data is based on a Dec. 1-4 telephone scan of 1,023 adults.

Consumer Reports' Retail Index, which measures retail operation over the past 30 days, was up 12 percent to 13.9. This habits last year that figure was 12.4.

Projected spending over the next 30 days was also up, by 7 percent, to 12.7. That gang was 11.8 last year.
